Scikit Learn Library (sklearn) is directly installable through ‘pip’ on Windows, however, its dependencies ‘scipy’ and ‘numpy+mkl’ are not. To install all these stuff, follow the following steps:

1. Install ‘sklearn’ & ‘scikit-learn’

> pip install sklearn
> pip install scikit-learn

2. Download ‘scipy’ for the according 32bit or 64bit version of Python from http://www.lfd.uci.edu/~gohlke/pythonlibs/

3. Download ‘numpy+mkl’ for the according 32bit or 64bit version of Python also from http://www.lfd.uci.edu/~gohlke/pythonlibs/

4. Install ‘scipy’ and ‘numpy+mkl’ with Pip

#install wheel
> pip install wheel

#for 32bit Python
> pip install scipy‑0.18.1‑cp27‑cp27m‑win32.whl
> pip install numpy‑1.12.0+mkl‑cp27‑cp27m‑win32.whl

#for 64bit Python
> pip install scipy‑0.18.1‑cp27‑cp27m‑win_amd64.whl
> pip install numpy‑1.12.0+mkl‑cp27‑cp27m‑win_amd64.whl

Notes:

File names of the .whl files above may have different versions. But the ‘win32’, ‘win_amd64’ endings stay intact.
